2022 Changes to P1 Registration

MOE has made three major changes to the P1 Registration framework, starting from 2022.

Decrease in alumni spaces

40 spaces will be reserved for Phase 2C in each primary school (students with no ties), up from 20. For some schools (particularly the highly sought-after ones), that means alumni spaces will be reduced by 20 spaces, and schools which previously had spaces for all alumni will now go through a balloting process.

Combine Phase 2A1 and 2A2

Previously, alumni members could get priority by joining the alumni association (usually by paying a fee) and contributing to the association. This gave them priority over other alumni, who registered under Phase 2A2. Now there will be no such differentiation, with the only tie-breaker between alumni being Home-School Distance.

Home-School Distance changes

Home-School Distance (HSD) is used as a tie-breaker when school spaces are oversubscribed. Students staying within 1km of the school will be prioritised, followed by 2km, and then >2km. Previously HSD was calculated based on a single point of reference. It has now been changed to the boundary around the school. Our data analysis reflects this new calculation.

Revised P1 Registration Phases

Phase 1

For a child who has a sibling studying in the primary school. Guaranteed spot.

Phase 2A

- Parent or sibling is a former student of the primary school - Parent is a member of the School Advisory or Management Committee - Parent is a staff member of the primary school. - Child is from the MOE Kindergarten within the school.

Phase 2B

- Parent has joined the primary school as a parent volunteer not later than 1 July of the year before P1 registration and has given at least 40 hours of voluntary service by 30 June - Parent is a member endorsed by the church or clan directly connected with the primary school. - Parent is endorsed as an active community leader.

Phase 2C

For a child who is not yet registered in a primary school.

Phase 2C Supplementary

For a child who is not yet registered in a primary school after Phase 2C.

Phase 3

For international students.
